NASA SEWP VI — Multi-Award GWAC, Category A & C

NASA's Solutions for Enterprise-Wide Procurement (SEWP VI) is a multi-award Government-Wide Acquisition Contract (GWAC) available to all federal agencies and their approved contractors. It provides a pre-competed, on-ramped source for IT products, product-based services and supporting solutions at low surcharge and short order lead times. AT-Trak holds a SEWP VI contract in Categories A and C.

Fair Opportunity

Every SEWP VI contract holder in a category must be given a fair opportunity to be considered for each order placed under that category. In practice this means agencies issue their Request for Quote to all contract holders in the relevant group rather than selecting a vendor directly. Exceptions are limited and must be documented by the ordering agency in accordance with FAR 16.505.

FAR 16.505(b)(1)(i) — FAIR OPPORTUNITY

“The contracting officer must provide each awardee a fair opportunity to be considered for each order exceeding the micro-purchase threshold issued under multiple delivery-order contracts or multiple task-order contracts, except—

(A) As provided for in paragraph (b)(2) of this section; or

(B) Orders issued under 19.504(c)(1)(ii).”

How RFQs work

Requirements are submitted through the SEWP quote request system, which distributes them to contract holders in the selected category. Quotes are returned to the requesting office through the same system, priced against the contract's ceiling rates and surcharge.

  1. 01

    Prepare the requirement

Statement of work, quantities, delivery location and required delivery date.

  2. 02

    Submit the RFQ through SEWP

Select Category A or C and distribute to contract holders in that group.

  3. 03

    Receive and evaluate quotes

AT-Trak returns a priced quote with lead times and applicable surcharge.

  4. 04

    Place the order

Award is made against the SEWP VI contract number; our program office confirms receipt.

If an order goes wrong

Late shipments, wrong or damaged items, invoice discrepancies and unresponsive support all follow the same escalation path. Each step has a named owner and a response commitment.

STEP 1

Quote desk — order status, shipping, invoices

Reference the delivery order number. Acknowledged same business day, resolved or escalated within two.

STEP 2

Program Manager — unresolved after two business days

The PM owns the order end to end across both parent companies and reports status directly to the contracting officer on request.

Robert Kessler — Program Manager contracts@at-trak.com (520) 231-0269
STEP 3

SEWP PMO — contract-level concerns

Anything touching the vehicle itself, or a dispute the program office has not settled, goes to the NASA SEWP help desk.
